Preliminary Justification : There are very few researches about strategic purchasing through the mixed payment mechanism (capitation payment, copayment and performance- based payment) for health financing policy of Myanmar. There is no previous study on how the mixed provider payment mechanism can change the behaviors of the health providers by giving incentives to them in Myanmar. Reviewing health service utilization can reflect on population health needs. Moreover, understanding the influencing factors on the health service utilization can improve the service delivery. So the result of this research will support the evidence to purchase health service more strategically to achieve UHC in Myanmar.
 
Preliminary Aim : The current utilization rate of health services after introducing the mixed payment method in PSI project and the other influencing factors will be identified and these expected outcome will be applied in implementing national purchasing mechanism to achieve universal health coverage in according to the national health plan.
 
Preliminary Objectives : (1) To assess the changes in utilization of a defined core package of health services by the beneficiaries enrolled in PSI project between the first year (2017) and the third year (2019) after implementing 2. To find the factors influencing on the utilization of this defined core package of health service by building on Andersen’s Behavioral Model for the utilization of health services
